Texas Top 10% Rule Is Amended

June 2009

The Texas Legislature has modified the program that grants high school students that graduate in the top 10 percent of their class admission to the state university of their choice. The program has been in effect for approximately 10 years .

The new law will limit the amount of students admitted to the University of Texas at Austin to 75 percent of Texas residents and the top 10 percentile. Twenty five percent of freshman students admitted will now be students who graduated outside of the top 10 percent or from outside of Texas.

The rule change is due to capacity issues and to create diversity in enrollment.

As of now, the amendment to the law only applies to the University of Texas at Austin , and does not take effect for another two years.

Cellular Phone and Electronics Guidelines

The Poteet Independent School District Student Handbook prohibits "displaying, turning on, or using a cellular telephone or other telecommunications device on school property during the school day." In addition, at Poteet High School, students are not allowed to display or use iPods, MP3s, CD players, and earphones during the instructional day; including both lunch periods. All cellular phones, electronic devices, and earphones must be concealed and cannot be held in an external holster.

Students may have operable cellular phones and electronic devices only at after-school activities on or off school property. Students who violate this policy will be subject to disciplinary measures which will result in:

· School staff confiscating the phone or device and turning it over to the campus administration.

· The campus administrator will notify the parents within two school days after the phone or device is confiscated.

· Parents may obtain release of the cellular phone or electronic device for a fee of $15.00.

· If the parent does not respond or pay the fee, the district shall hold the confiscated phone or device for 30 days after notification has been made.

*Refusal from the student to turn over the cellular phone or electronic device to a teacher or administrator will result in an ISS placement or Suspension.
